     subtract 4x from both sides.
   -8y = - 4x + 8
   divide both sides by -8
   y = (-4x/-8) (8/-8)
   y = 1/2x - 1

b.  slope (m) = 1/2
     y - intercept (b) = -1

c.  perpendicular slope = -2
     point ( 1,2)
     point-slope formula y - y1 = m(x - x1)
     y - 2 = -2(x - 1)
