On September 19, 1922, Harding vetoed a different version of the Adjusted Compensation Act. The House overrode his veto 258–54, but the Senate failed to override by four votes on a vote that divided Democrats and Republicans.
In 1932, a group of World War I veterans called the "Bonus Army" took over Washington, D.C., and demanded that their veteran bonus be paid out early. The War Department was given an angry order by President Herbert Hoover to enlist the protest leaders in the armed forces.
The President advised Congress to reject any proposals for early payment of the bonus, as they had previously rejected such payments. Benefits for veterans already accounted for 25% of the federal budget in 1932 and paying the bonus would have required billions of dollars the government did not have.
