This is most likely a picture taken during the Progressive Era. In the picture we can see children that are outside. They seem to be homeless, as they are sleeping in the streets and lack appropriate clothing. They also seem to be poor and on their own.
During this time period, the population of poor people in urban cities greatly increased. As a result of the Industrial Revolution, many people moved to cities, with many of them being unable to find work, or having jobs that paid too little. Therefore, scenes like this became common. Children faced many challenges. Very few of them went to school, and many had to work in order to help their families.
